Meningococcal disease in Nigeria - update

4 March 2009 -- The Ministry of Health of the Federal Republic of Nigeria has reported 5 323 suspected cases of meningococcal disease including 333 deaths (case-fatality rate: 6.3%) from 1 January to 22 February 2009. Suspected cases have been reported from 22 of 37 states. So far 89 Local Government Area's (LGA) across 12 states have crossed the alert or the epidemic threshold. In the last week alone, 1 817 suspected cases including 105 deaths (case-fatality rate: 5.8%) have been reported, with 28 LGAS crossing the epidemic threshold, and 29 the alert threshold.

Cerebrospinal fluid specimens collected from Gombe, Jigawa, Kano and Katsina states have tested positive for Neisseria meningitidis serogroup A by latex test and/or culture. The International Coordinating Group (ICG) on Vaccine Provision for Epidemic Meningitis Control has approved the release of 1,010,000 doses of polysaccharide vaccine for mass vaccination campaigns in affected LGAs of Jigawa and Katsina states. Immunization campaigns will be implemented by Federal and National Ministry of Health with the support of WHO and partners, including the European Commission Humanitarian Aid Department (ECHO), Médecins sans Frontières and UNICEF.

Given the large population at risk, the early start of epidemics, and current moderate global vaccine levels, a sound vaccination strategy is of particular importance. WHO is supporting the Federal and National Ministry of Health in the assessment of vaccine needs. WHO is also providing technical and material support to the Ministry of Health to strengthen epidemiological and laboratory surveillance, including provision of laboratory confirmation supplies.

Batam Diincar untuk Pembuangan Limbah

Batam, Kompas - Wali Kota Batam Ahmad Dahlan mengungkapkan, Batam telah menjadi salah satu tempat incaran untuk pembuangan limbah. Oleh karena itu, ia meminta investor dan pejabat pemerintah daerah di Batam tidak ikut mendukung upaya pembuangan limbah, khususnya limbah bahan berbahaya dan beracun atau B3.

"Banyak individu atau pengusaha yang mengincar Batam untuk membuang limbah," kata Ahmad Dahlan di sela-sela Musyawarah Perencanaan Pembangunan (Musrenbang) Kota Batam di Batam, Rabu (4/3).

Menurut Dahlan, tahun 2004 limbah B3 yang diimpor PT Apel dalam jumlah yang besar juga pernah masuk ke Batam. "Kita mempunyai pengalaman buruk pada waktu PT Apel memasukkan limbah," katanya.

Seperti diberitakan, majelis hakim Pengadilan Negeri Batam menjatuhkan hukuman enam bulan penjara kepada Rudi Alfonso, Direktur PT Asia Pasific Eco Lestari, terdakwa perkara impor 1.149 ton limbah bahan berbahaya dan beracun dari Singapura (Kompas, 9/6/2006).

Menurut Ahmad Dahlan, peluang memasukkan limbah ke wilayah Pemerintah Kota Batam sangat besar mengingat di Batam terdapat pulau-pulau kecil.

"Limbah dimasukkan sesuai prosedur. Namun, prosedurnya bisa legal dan bisa juga tidak legal," katanya.

Ahmad Dahlan menegaskan, pihaknya juga akan memeriksa staf Kantor Bapedal Kota Batam, Muhammad Raden, yang diundang PT Jace Octavia Mandiri (PT JOM) ke Korea Selatan untuk mengimpor pasir besi (ferro sand) sebanyak 3.800 ton ke Batam. Berdasarkan pemeriksaan laboratorium yang dilakukan Kantor Menteri Negara Lingkungan Hidup, pasir besi itu dinyatakan sebagai limbah B3.

"Saya akan mengecek lagi apakah betul staf Bapedal ikut ke Korea atau tidak," kata Ahmad Dahlan. Jika betul, Ahmad Dahlan mempertanyakan apakah kepergian itu atas tugas atau perintah atasan atau tidak.

"Kedua, apakah staf itu memiliki kewenangan untuk memastikan limbah atau tidak," katanya.

Kepala Bapedal Kota Batam Dendi Purnomo mengungkapkan, tim penyidik dari Kantor Menneg Lingkungan Hidup telah meminta penetapan Pengadilan Negeri Batam untuk menyita pasir besi yang diduga limbah B3 dan diimpor PT JOM. (FER)

Four Indonesians died from bird flu in February, bringing the country's total death toll from the disease to 119, officials at the national bird flu commission said on Tuesday.

"There were four cases and all four died in February," said Bayu Krisnamurthi, head of the national bird flu commission.

Indonesian newspaper Republika also reported on Tuesday that two more deaths from the disease occurred at the weekend near the capital Jakarta -- a 5-year-old girl from Depok, and an 8-year-old boy from Bekasi.

The national commission said that samples were being tested in Jakarta to verify the cause of death in both cases.

Indonesia, which has stopped publishing updates of bird flu deaths immediately after they occur, has the highest toll from the disease of any nation.

Experts fear that the virus might mutate into a form easily passed from human to human, sparking a pandemic which could kill millions.
